Dr. Webb attended the University of Rochester for both undergraduate and medical school. He earned a BA in Biology in 1988 and an MD in 1992. He completed a combined internal medicine and pediatrics residency at the University Hospital and Cincinnati Children's Hospital in 1996. After several years in academic primary care, he returned for additional training in developmental disabilities at the Cincinnati Center for Developmental Disorders, and for Outcomes Research Fellowship training from the UC Institute for the Study of Health. He was board certified in Neurodevelopmental Disabilities in 2003 and completed a Masters of Science in Clinical Epidemiology from the Harvard School of Public Health in 2005. He has appointments with the Division of General Internal Medicine and the Division of Developmental and Behavioral Pediatrics, and he is also a Research Scientist with the Institute for the Study of Health.

Dr. Webb's research interests focus on the health care services of adolescents and adults with developmental disabilities, particularly adolescent healthcare transition, prevention of secondary conditions, health-related quality of life, and healthcare utilization. He has published book chapters on adolescent preventive care, the healthcare transition of adolescents with spina bifida, and the special needs of adolescents with developmental disabilities. He is actively studying the health-related quality of life of adolescents and adults with spina bifida, Down syndrome, and congenital heart disease.
