Dr. Ludke earned his undergraduate and graduate degrees from the University of Wisconsin-Madison, where he specialized in health systems engineering. He spent 16 years on the faculty of the Graduate Program in Hospital and Health Administration at the University of Iowa, in Iowa City, Iowa. During his tenure at Iowa, Dr. Ludke founded and directed the Iowa Health Services Research and Development Field Program at the Iowa City Veterans' Administration Medical Center. He also served as Acting Director of the University of Iowa's Center for Health Services Research. In 1993, Dr. Ludke became Chair of the Department of Health Services Administration at Xavier University, in Cincinnati, Ohio, and Director of the Xavier Center for Health Management Education. He joined the Institute for the Study of Health in 1998, where he currently serves as a Senior Research Scientist. Since 1993, Dr. Ludke has held the rank of Professor within the Department of Family Medicine at the University of Cincinnati.

Dr. Ludke has over 27 years of senior management and research experience as principal investigator and project manager/administrator on numerous federal and private foundation awards in health services research. He has served as senior investigator on over 55 externally funded health services research projects, authored over 80 health services research and policy analysis publications and reports, and provided service on various local, state, and national health policy-related committees and task forces. Dr. Ludke's research interests include: (1) program evaluation, health services research, and health policy analysis pertaining to the delivery of traditional and nontraditional health services to disadvantaged populations in rural and urban areas; (2) population health status and its underlying determinants, including health literacy, lifestyle behaviors, health seeking behaviors, and preventive health practices; and, (3) how people interface with the health care delivery system to gain access and, once in the system, how they transition between providers to meet their health care needs. Dr. Ludke has been actively involved in community-based research activities, particularly through the Health Improvement Collaborative of Greater Cincinnati and the Urban Appalachian Council of Greater Cincinnati. Dr. Ludke received the Volunteer Leadership Award from the Health Improvement Collaborative in 2003.
