Dr. Horner earned a PhD in healthcare epidemiology from the Ohio State University in 1984. He has a MS in preventive medicine, also from the Ohio State University, and an MA in medical sociology from the University of Toledo. Before joining the Institute in 2004, Dr. Horner was director of the health disparities research program at the National Institute of Neurological Disorders and Stroke, one of the 27 Institutes and Centers that comprise the National Institutes of Health. From 1990-2002, he was at Duke University Medical Center where he had a research program relating to the epidemiology and clinical management of stroke. There, he held the rank of Research Professor in the Department of Medicine. While at the Duke University Medical Center, Dr. Horner also had a joint appointment at the Department of Veterans Affairs Medical Center in Durham, North Carolina, where he was a Senior Health Scientist with the Health Services Research and Development Program, and Director of the VA Epidemiologic Research and Information Center {151} one of only three such centers nationally. In addition to his current duties at the Institute, Dr. Horner is Chair of the newly created Department of Public Health Sciences and a Professor of Neurology (with tenure) in the Unviersity of Cincinnati College of Medicine.

Dr. Horner's research focuses on the relationship of healthcare processes to health outcomes in the clinical management of chronic diseases, particularly neurological disorders and stroke, and the role of the patient's race and ethnicity on the process of care. Dr. Horner's research has been supported through grants from the National Institutes of Health, the Department of Veterans Affairs, the Department of Defense, the Centers for Disease Control, and various foundations. He has published more than 145 articles, abstracts and book chapters.
